Project Highlights:  This 8.2 acre site, previously  an alfalfa field, faced a multitude of design and construction challenges.  Initially, the parcel had no legal access or utility connections from E. Plaza Loop because of a 6" spite strip that had been placed along the south and east boundaries.  This spite strip had been placed on the final plat for the neighboring subdivision by the developer who constructed East Plaza Loop and the connecting utilities including water, sewer and joint trench thus the strips had to be purchased from this developer.  The parcel was also in a FEMA 100 year flood plain zone thus requiring the finished floor and site to be raised several feet.  High groundwater and canal leakage from the Phyllis Canal along the back north boundary line also presented challenges.  A sub-drain system had to be installed to drain this water.  This water now discharges at the southwest corner of the site into the neighboring Mason Creek.  An irrigation ditch along the south boundary had to be piped.  Lastly, the site also had low water pressure and a booster pump and building sprinkler system had to be installed.  The project civil engineering plans consisted of a final plat, grading and drainage plans, utility plans (sewer, water, pressurized irrigation and storm drainage), street plans for Franklin Boulevard, survey control plans and a Storm Water Pollution Prevention Plan (SWPPP).  The project was phased with one large building being initially constructed, a onetime allowable lot split, and three (3) additional lots platted for future buildings.  Various easements were prepared including a City of Nampa easement because city water is routed through the site.
